New BT8X8 driver for TV-Cards.

I'm currently trying to port the linux BTTV driver to OS/2. The main work is done. Radio is working already. I'm looking for Beta-Testers for this new driver. I've included a fast hack of a radio application. Use at your own risk!

The driver is currently very big. It includes debug information.
